A multi-product online training platform with centralised content management
The Problem
The Decider Ltd needed a way to deliver specialist training online to a global audience, without losing control over who could access what, and when. They wanted a secure training portal that allowed users to log in, work through learning material, complete an online assessment, and automatically receive a certificate of completion.
Because users often had restricted or temporary access, the solution had to support different permission levels and time‑limited access rules, ensuring each user only saw the content appropriate to them. The Decider also needed the portal to be multi‑jurisdictional, with the ability to be white‑labelled, so that other organisations could use the platform with their own branding and tailored training products, while retaining their own administrator access to manage users.
Finally, The Decider required a centralised content management system to control all training products across every portal from one place, and an agile architecture that made it easy to add new portals quickly whenever a new product was launched.

The Solution
Submarine delivered a scalable online training platform that provides a consistent experience for users worldwide, while flexibly adapting to different organisations and products. Users can access structured learning material, complete an embedded assessment questionnaire, and instantly receive a generated certificate of completion, all within the same portal.
The platform implements granular role‑based permissions and timed access controls, so user access windows and content visibility can be configured per organisation, product, or cohort. Each portal can be branded and tailored to a specific company, with dedicated administrator tools that allow those companies to onboard users, manage access, and monitor training status themselves.
Behind the scenes, a central content management layer allows the client to create, update, and retire training products once, and deploy them across any number of portals without duplication. The system’s modular, agile architecture enables the client to stand up new product‑specific portals rapidly, ensuring the platform can grow in step with their evolving training portfolio.
